REFERENDUM 2024 RESULTS: COMMUNITY REJECTS BOND REFERENDUM QUESTION

District voters reject the bond referendum question on the August 6 ballot. Following the vote, the unofficial election results are: 185 YES (49%) and 196 NO (51%). Despite the results from this referendum, we remain committed to finding acceptable long-term solutions for our facilities that benefit our students, staff, and community residents.

Small Investment… Big Impact, Lasting Benefit

Alba Community School is holding an election on August 6th, 2024, to authorize general obligation bonds in an amount not-to-exceed $3,250,000 for facility improvements.

The referendum will have a zero-mill net increase from the previous tax year. This means property taxpayers will not see a net tax increase as a result of the referendum.

Project Scope and Why Now?

Safety and Security

  • Create secure entryway with required visitor check-in at the office.

  • Provide visibility to all guests entering the building.

  • Upgrade access control to keycard system.

HVAC Equipment and Controls Replacement

  • Replace high school unit ventilators that are beyond their useful life and exhibiting failure.

  • Replace air handling units for gym and cafeteria/kitchen that are beyond their useful life.

  • Upgrade HVAC controls in elementary and high school for energy efficiency and temperature control.

Restroom Remodel and ADA Upgrades

  • Remodel restrooms and replace non-functioning fixtures.

  • Address ADA accessibility code issues with restrooms and locker rooms.

Infrastructure Replacements

  • Elementary roof replacement that is beyond its useful life and leaking.

  • Replace exterior doors that are beyond their useful life, have gaps, and improve energy efficiency.

  • Replace ramp tiles that are beginning to deteriorate.

Tax Impact

The tax impact of this referendum has no net increase because the school district is paying off existing debt.

Once this debt is paid off, it frees up budget capacity to issue new debt without increasing the total amount of money needed from taxpayers.

Think of it like paying off a car loan. Once you've made the final payment on your car, you have the option to take out a new loan for another car, but your monthly payment amount stays the same. Similarly, the school district will use the budget capacity freed up from paying off old debt to issue new bonds for these necessary projects, keeping the tax rate unchanged for local taxpayers.
